The Elkton office opened in 1981 and provides engineering, surveying and land planning services to the Maryland Counties of Cecil and Harford, as well as southeastern Pennsylvania and northern Delaware. Under the guidance of Branch Manager Michael W. Burcham, Prof. L.S., the Elkton office assists our clients in reaching their goals on a wide array of projects. Site development design is performed for residential, commercial, industrial, and institutional projects. Public clients include municipalities, counties, state and federal government agencies.
The Elkton staff of professional engineers, licensed surveyors, and qualified technicians provides planning, surveying, civil and environmental engineering and construction services. Our personnel are active in local Planning Commission meetings, and Mayor and Council meetings. This allows them to keep their “fingers on the pulse” of local infrastructure improvements, rezoning, regulatory changes and politics – all vital information that is beneficial to McCrone’s clients.

Michael Burcham, Prof LS Michael Burcham is President of McCrone, Inc. and Branch Manager of McCrone’s Elkton office. Mike is a professional land surveyor in Maryland, Delaware, and Pennsylvania and has 25 years of experience with the firm. Starting as a drafter in 1986, Mike held several supervisory and management positions prior to becoming branch manager of the Elkton, Maryland office in January 2010. Mike has managed projects in all facets of land development ranging from boundary and ALTA/ASCM Land Title Surveys to large residential and commercial subdivisions. He is a board member of the Cecil County Chamber of Commerce, a member of the Homebuilders Association of Maryland and a past chapter chair for the Maryland Society of Surveyors.

David Strouss, PE, LEED AP David Strouss is a project manager with 25 years experience in civil engineering with McCrone, Inc. in Cecil County, MD. He has provided site engineering services for numerous residential, commercial, industrial, and institutional projects of various size and scope. Dave has expertise in the design of storm drains, stormwater management systems, roadways, utilities, site grading, and floodplain studies. His responsibilities include management of a design team, proposals, planning, plan preparation, specifications, shop drawing review, engineering design, cost estimating, permit processing, final plan review, and construction inspection services.

Daniel Speakman, PE, LEED AP A professional engineer and project manager in our Elkton office, Dan Speakman has significant experience in hydrology and hydraulic analysis, having worked on numerous commercial, industrial, residential, and public improvements projects in Maryland, Delaware, and Pennsylvania. Since 1999, Dan has amassed experience conducting and overseeing technical evaluations and design supporting stormwater quality and quantity management, floodplain studies, roadway drainage and design, and erosion and sediment control design.

Donald Sutton, Prop LS Don Sutton has over 29 years of survey experience. He is a project manager in our Elkton office, where he oversees the functions of the field and office survey personnel, and client relations. Don is experienced in all phases of survey work including topographic surveys, property line surveys including deed compilation and generation of plats, and construction stakeout. Don Sutton has served as a councilperson for the Town of Betterton since October of 1990.

E. Drew Doyle, Prof LS Drew Doyle is a Professional Land Surveyor with 20 years of experience with McCrone, Inc. performing both field and office computations and preparation of record subdivision plats and ALTA boundary surveys. Drew is experienced in the use of all field equipment including GPS. Drew also had 15+ years of construction experience prior to joining McCrone, Inc. He is currently in charge of scheduling and working with our field crews on field preparation work.
